Do you ever feel it is unfair for a smoker to not to smoke on anywhere except it's on an open air area or smoking area only?

Like for example in a high school or college, smokers are strictly banned to smoke in the campus. Instead, school rules said for those who want to smoke may smoke outside school or far beyond from school. We smoke because we are too stress up with our school's project and assignment, and all we need is to free our mind from stress for 10mins.
